Public vs. Private Waters in Finland

Finland distinguishes between public (state-owned) and private waters. Many of Finland's most productive lakes and rivers are privately owned by fishing cooperatives (osakaskunta), landowners, or clubs.

To fish these, you need a kalastuslupa (fishing permit) directly from the owner or through a service like WildAccess.
